Turnkey festivals for local celebrations and municipal programmes: we produce it, your town enjoys it.

Town councils and local festivities

Turnkey festivals for your town

Staging a festival in the town square, the fairground or the bullring takes far more than hiring a stage. The event has to fit the municipal budget, the public contracting paperwork has to be ready, entertainment regulations must be met, every audience has to be considered, and local police, civil protection and council services need to be coordinated. At 2M GROUP we have been producing for town councils for years: the Summer Festival and New Year's Eve in Guadalix de la Sierra, Algete Sonora, and the Remember Festivals in Bargas, Guadalajara and Azuqueca de Henares, among others. We propose an event tailored to your town and take care of everything, from the line-up to the get-out.

What's included

A complete festival, with no loose ends for the council

We take care of everything a municipal event needs, from the paperwork to the last song.

A proposal made for your town

We start from the audience, the space and the available budget. We propose a format, line-up and schedule designed for your town, with alternatives if items need adjusting and a detailed cost breakdown.

Paperwork for the contracting procedure

We provide the technical report, the budget and any documents the file requires, whether for a minor contract or for bidding in a public tender. We work to the council's specifications and deadlines.

Safety plan and security

We draft or coordinate the safety plan with a qualified technician, size private security and capacity control, and work alongside local police, civil protection and medical services.

Permits and regulations

We handle the authorisations required by each region's public entertainment rules, public liability insurance and the build certificates for stages and structures.

Stage and technical

Stage, sound, lighting, screens and power sized for the square, the fairground or the bullring, with builds that respect the town setting and residents' rest.

Line-up

Artists and DJs who connect with several generations: remember, pop, 80s and 90s music, tribute acts and sets for all ages. We handle contracts, riders and logistics for every act.

Accessibility

Reserved areas and step-free access for people with reduced mobility, clear routes, accessible toilets and clear signage. We want nobody in town to be left out.

Family audiences

Programming by time slots, rest areas, information points and specific measures for children. We can combine afternoon activities for families with a night-time programme for adults.

Communication and promotion

Posters, social media assets, press releases and coordination with the council's communications team. Promotion includes the practical information too: times, entrances, transport and site rules.

Why us

Real experience working with town councils

Working with a public authority has its own rhythm: files, technical reports, meetings with several departments and deadlines that don't move. We know it and plan for it from the first proposal, so the council's technical staff get every document on time and without surprises. We have turned the Remember Festivals into a fixture of the cultural calendar in several towns: big open-air events, many of them free, that bring several generations together. We also know the spaces that usually host these events well, from squares and fairgrounds to bullrings such as those in Alcalá de Henares, Colmenar Viejo and San Sebastián de los Reyes. When it's over, we give you a report with estimated attendance, incidents and photos, so the council can assess the event and share it.

The process

From the first call to the final report

This is how we work with town councils, step by step.

  1. 01

    First contact

You tell us the date, the space, the target audience and a reference budget. If it isn't defined yet, we help you shape it.

  2. 02

    Proposal and technical report

We prepare a proposal with the line-up, technical needs and a detailed budget, together with the documents the contracting file requires.

  3. 03

    Contract and permits

Once the contract is awarded, we lock in artists and suppliers, file the permits, draft the safety plan and agree the communication plan with the council.

  4. 04

    Build and festival

We build, run the checks and manage the event, with a production manager in constant contact with the council's technician, local police and civil protection.

  5. 05

    Get-out and report

We strike the set, leave the space as we found it and hand you a final report with photos for the council's records.

FAQ

How does a council hire 2M GROUP for a festival?

It depends on the amount and the procedure the council uses. Smaller events are usually processed as a minor contract; larger ones go out to tender with specifications. Either way, we provide the technical proposal, the budget and whatever documents the file requires.

Can you bid in a public tender?

Yes. If the council publishes an open procedure, we prepare our bid according to the administrative and technical specifications, meeting the deadlines and criteria of the call.

What does production include?

Artist line-up, stage, sound, lighting, screens, security, access control, safety plan, permits, insurance, bars if needed and promotion. Every item is detailed in the budget so you know exactly what each amount covers.

Can it be free for the public?

Yes. Many of our municipal festivals are free until capacity is reached. We can also set up ticket sales or a mixed model, depending on what the council decides.

Who draws up the safety plan?

We coordinate it with a qualified technician, based on the features of the space, the capacity and the programme. It covers evacuation measures, safety resources and coordination protocols with the emergency services.

Can you work with a tight budget?

Yes. We design the proposal around the available budget and explain what can be included in each scenario. Sometimes a tighter line-up or a simpler technical set-up keeps the quality without going over budget.

How far ahead should we get in touch?

The earlier the better: the most in-demand artists book up months ahead, and contracting and permits have their own lead times. For summer festivities, ideally start talking in winter.

Can the festival be family-friendly?

Yes, and it's best to plan for it from the start: afternoon slots, rest areas, an information point, a lost-child protocol and a line-up for all ages. We define it with you according to your town's audience.
